In the NFL,for the home team, what’s the process in deciding what uniforms to wear?

I know it sounds like a meaningless question but I have to ask. After watching Houston and Washington prance around in their red slacks and red jerseys (All Red ! Yikes!), I’m curious to know who decides what uniform colors to wear and if teams have a fashion designer who picks the colors for them (Just Kidding). Again, when Houston played Jacksonville in all red, they looked like they were wearing red long-john underwear.
